Description:
Project consists of 3,431 linear feet of drainage pipe infrastructure rehabilitation or replacement work needed as a result of the Asset Management pilot study. Survey and design work for bid process specifications are included in improvement cost. Project is being split into multi phase project for feasibility. Project also includes rehabilitation or replacements in Hamlet Square Subdivision. Project has been moved up in priority ranking due to recent inspection data and pipe failure rate increase.

Status:

All pipe has been CCTV inspected and reviewed. Decisions on which pipes to line and which pipes may need other treatments, and work will begin as soon as Hickory Shadows and Rosemead are complete.

Whipple Road Subdivision - Asset Management Pipe Replacements

Description:
Project consists of an estimated 2,378 linear feet of drainage pipe infrastructure rehabilitation or replacement work needed as a result of the Asset Management pilot study. Survey and design work for bid process specifications are included in improvement cost. Subdivisions in this project area include Candlewood, Coopers Point, Coopers Landing, Landings Run, and Glenn Lakes. This project is being broken down into two phases for feasibility.

Status:

The crew was able to build access boxes on the one line remaining. They will grout inject around the box at the upstream end of the pipe and clean, CCTV inspect, and line the double run of pipe which will complete the work on the contract. There will be a swale constructed between Cotillion Pl. and Glen Erin Dr. to drain the rear yards, however we will need to acquire easements prior to doing that work.

Snee Farm Outfall

Description:

Status:

No updates from County at this time. They had advised they will let us know when they have the signatures to initiate the next phase. Staff has been reviewing project area with National Park Service (NPS) Staff at the Charles Pinckney Site and is working on formalizing relationships with current staff/ managers for this effort and future maintenance operations. A site visit with NPS staff is pending.

Hickory Shadows & Rosemead - Asset Management Project

Description:
Project consists of 5,274 linear feet of drainage pipe infrastructure cleaning, inspections, and rehabilitation or replacement work needed to conduct the next phase of the Asset Management program. GIS asset data collection, survey and design work for bid process specifications are included in improvement cost. Project assumes 30% of inspected pipe will require repair/ rehabilitation.

Status:

Lining is continuing in Hickory Shadows, however production has been slowed by rain delays, summer vacations, and other municipalities' emergency projects. An extension was issued for this project, so the completion date is now August 28, 2016.

Snee Farm - SRF

Description:
Project is combining several previous CIP projects for infrastructure rehabilitation, improvements, and water quality into a single project. A funding source has been identified that will allow the Town to conduct the smaller projects at one time. The project involves engineering studies to identify flood related improvements, water quality improvement retrofits, and infrastructure failures. Prior Projects were Snee Farm; Engineering and surveys (#3), Longpoint Basin (#14), Whipple-Indigo Basin (#8), AMP - CIR (#15), Lakes Outfall (#7), and Drainage Canal restoration (#10). The area has numerous canals and pipe systems which are in failure and contribute to area flooding problems, in addition to being in a water quality priority area that requires the Town to assess and implement protective measures.

Status:

Project has been submitted to SCDHEC for review. No updates or requests for additional information from DHEC staff. Project information has been provided to Mount Pleasant Waterworks (MPW) for coordination with their pending project work throughout Snee Farm to identify overlaps and opportunities to coordinate if timing will allow. A meeting with MPW staff is in development. 7/25 - Staff will be meeting with project consultant/ engineer to review possible scope for design phase.7/26 - Staff will meet with procurement to close out FY 16 work and initiate contract extensions for design phase.

Drainage Canal Restoration

Description:
Project is to survey and restore or stabilize 18,850 linear feet of primary drainage canals that have been identified critical issues during the Town's annual drainage canal inspection program. The area includes canals that have been identified as having erosion issues, access issues, easement issues, or flow issues due to increases in development and changes in several drainage basins throughout the Town. Canals identified in the Phase I Restoration Project Areas are: Shemwood II canal, Cassina Plantation Canals, Sloan Park Canal, Mill Tract Canal, Goblet Canal, Waters Edge Swale reconstruction, Parish Place Canal, Runaway Bay Canal, and the Greenhill Canal(s). Project would include obtaining canal surveys and engineering for rehabilitation project designs and specifications needed for bid process to update asset management and GIS files for NPDES operations.

Status:

Solicitations are complete for FY 15/16 project areas. Award expected this week for low bidder.
Once Notice To Proceed (NTP) is issued, work period will be 90 days to complete. Estimated
completion date is October 2016. Staff is working on scope for professional services to assess,
survey and design future projects.

Pitt Street District Storm Lines

Description:
Project would fund the replacement and/ or upgrading of existing stormwater infrastructure that is undersized and collapsing. Water Quality improvements should be considered.

Status:
The stormwater portion of this project is still on hold, pending the other portions of the project. A public meeting will be held Thursday, 7-21 to discuss all the portions of work involved in this project, including the sewer lines, storm lines, and utility undergrounding.

Wando East/Wando Lakes

Status:
GIS layers of the project area have been sent to Southeast Pipe Survey for a quote based on the Hilton Head Island contract that we have piggy-backed onto. This area has mostly metal pipe which is generally in poor condition, and is generally a deep system, which will complicate the repairs and rehabilitation. Will forward quote to Procurement for contracting.

Rivertowne on the Wando Pipe Repair

Status:
This project started as a litigation case. The funding here is only to repair phase 3, section 2 of the Rivertowne On The Wando neighborhood. The majority of this project is expected to be dig and replace. A full CCTV investigation is required to understand the scope of work required to repair the storm drain system.
