MOUNT PLEASANT, SC (June 14, 2016) – In order to comply with the Federal Highway Administration’s (FHWA) mandate requiring municipalities to meet minimum retro reflectivity requirements, the Town of Mount Pleasant will soon implement a Street Sign Replacement Program.
In an effort to help communicate the program, the Town has created a Street Sign Replacement Policy which goes into more detail on the approvals needed by a neighborhood to utilize special posts and will be available to the public online. The goal of this policy is to create a consistent approach to the replacement process in regards to both existing infrastructure as well as future development throughout the Town. New street signs will be logged and entered into the Town’s asset management database to be used in the development of a maintenance and replacement cycle. The policy will also serve to address future requests for special sign posts.
The FHWA mandate requires agencies to prioritize replacement of signs that do not meet the federally required minimum retro reflective standards and begin implementing an asset management program to bring the signs into compliance. In addition to the retro reflectivity requirements for street name signs, the Town will also review all other posts and signage, like speed limit signs, throughout neighborhoods to ensure compliance. Any signage that does not meet the federal breakaway safety standards or is determined to not be necessary from a traffic operations or safety perspective will be removed.
The Town will install signs on a standard U-channel style post. They will also offers a neighborhood the option of a decorative post that must be paid for by the neighborhood. Any decorative post alternatives must be submitted to the Town of Mount Pleasant’s Transportation Department for review and will be approved only after ensuring that the posts meet federal breakaway standards.
