PLANNING COMMISSION PUBLIC HEARING NOTICE
MOUNT PLEASANT, SC (November 28, 2016) - The purpose of this message is to inform current residents and business owners in Dunes West and Park West of an upcoming public hearing. On Wednesday, December 14, 2016, at 5:00 PM, the Town of Mount Pleasant Planning Commission will hold a public hearing for a proposed amendment to the Dunes West Planned Development zoning ordinance. Town of Mount Pleasant yellow public hearing notice signs have been posted throughout both developments.
This planned development ordinance establishes the zoning for all properties in the Dunes West and Park West neighborhoods.
The purpose of this Town initiated rezoning amendment is to effect compliance with the South Carolina Comprehensive Planning Enabling Act. The proposed planned development amendment will remove the ability, or flexibility, currently provided in the Dunes West zoning ordinance that allows zoning within these developments to be changed without a public hearing. Instead, this amendment will require that if a development use is proposed that is not currently permitted on a property, a planned development zoning amendment request and public hearing will be required. A requested zoning change will be subject to Town Council approval.
With respect to existing, built residential and commercial properties, zoning will be amended to ensure that it is appropriate and compliant with the current use of those properties.

Proposal to amend the Dunes West Planned Development District Ordinance adopted in 1990 by amending the text to effect compliance with the provisions of the SC State Code of Laws’ 1994 Local Government Comprehensive Planning Enabling Act, by amending the Dunes West Master Land Use Plan map, which is the zoning map for the property, to reflect accurate zoning of developed properties and to assign appropriate zoning district classifications to undeveloped properties for which no development plans have been approved, and to effect other amendments thereto.
This affects properties located within the approximately 4,518 acre area comprising Dunes West and Park West, including 65 lots previously annexed and zoned in accordance with the PDD ordinance. The subject property is generally located North of U.S. Highway 17 East of South Carolina Highway 41. West and North of the East Cooper Airport and south of the Wando River. In addition to effecting compliance with the SC Comprehensive Planning Enabling Act the text and map amendments will include: the addition of new zoning district classifications to include Public Institutional, Conservation- Recreation Open Space, and other districts as necessary; the application of new zoning districts to the Dunes West Master Land Use Plan map as appropriate; clarification of minor modifications and conditional uses and special exceptions; an update of other processes and procedures in accordance with current Town processes and procedures related to the land development process; and other amendments as necessary to implement the above changes.
