Applicant: The Town of Mount Pleasant
Project Title: Saltgrass Pointe Drainage Improvement
Location of Proposed Work: The proposed work will be in the Saltgrass Pointe 1 Basin in the Old Village neighborhood. This basin drains 95 acres and serves 341 properties. The total proposed construction area is estimated at 3.7 acres (163,181square feet) of right-of-way where either new stormwater infrastructure will be installed or existing infrastructure will be improved, retrofitted, or replaced.
Proposed Work and Purpose: The Town seeks to mitigate frequent flooding in the historic Old Village community. The proposed project is a stand-alone mitigation project that will reduce flood risk in the Saltgrass Pointe 1 Basin. In addition to localized flooding from rain events, portions of the area are subject to coastal flooding. The Town proposes to install critical stormwater infrastructure consisting of gray infrastructure and nature-based solutions in the Saltgrass Pointe 1 Basin which plays a major role in drainage for the entire Old Village watershed. This is a phased project in which the initial scope of work will consist of performing studies, construction design, and permitting. A conceptual design was developed for this project. Mitigating activities for the Saltgrass Pointe 1 Basin include the establishment of an improved system outfall to the marshes of the Intracoastal Waterway including the implementation of a tidal check valve; installation of 2,457 linear feet of pipe improvements/extensions, and 33 replaced/new structures (inlets, junction boxes, conflict structures, etc.). The Town will incorporate nature-based solutions through the restoration and installation of additional nature-based solutions including the restoration of roadside grass swales which provide bioretention, positive drainage, conveyance of storm water and filtering to remove pollutants.
